While I have heard of some great tools wherein you need to pay huge amount of money first in order to get them, I am not really a big fan of paid softwares anymore. To be honest, I once bought a really expensive and highly popular seo tool, only to find myself being more convinced and contented with the abilities of a free tool I found online.
If you will not be careful, you might fall on the same trap I fell into. What I mean by traps are the long and super catchy sales letters you will find around. While a certain percentage written on the content of these letters could be true, unfortunately the bigger percentage of the content written is just there for the mere purpose of convincing you.

Looking for free SEO ideas?I have the trial version of IBP and it seems like this would be WONDERFUL but I cannot afford to pay for it right now. Are there free websites or software products that are similar, for free or cheap? I know I'm probably dreaming but I thought I'd ask anyway. Do you have any other SEO tips?

Very difficult to get high quality traffic for free besides SEO. You can do forum posting with a signature as your link, or post to some message boards.
SEO is your best option when it comes to free traffic.

Having lists of links to external sites won't improve your own page rank (in fact, there's a school of thought which actually believes that it *decreases* or leaks your own PR) – and likely won't work to increase the rank of people that you link to either. The search engines have grown wise to these sorts of tactics and from what I've read they will not give a lot of weight to links that are found on these types of pages.
The way to best increase your own ranking is to get quality links from sites with related content as well as high page rank. Quality links usually mean mentions within content that is keyword rich in relation to the page being linked to – such as an article about your site with a link to it on a publication relevant to the topic of your site.
You're much better off putting your time into building those links rather than just maintaining a page of links to other sites!
